Hi Nobby,
All the parts (V-Groove, V-Wheels, belts, pulleys etc.) can be obtained here http://openbuildspartstore.com/ - they also have many agents / distributors around the world.
It depends on the accuracy you require (belts will stretch) but the H-Bot idea is interesting.
Mach3 is not designed for the H-Bot type of drive configuration but I am sure some clever person could write a post processor for it
