I'm not sure where you see that. I triple checked and the 24v supply is correct.

This picture shows quite clearly that the +24v and GND are incorrectly annotated.

From your earlier picture you have the +24V and GND connected to the wrong side of the breakout board

Check in Config. / Ports and Pins / Motor Outputs that the Step Low Active is set the same for all three axes.
If you can physically swap the Z axis for either the X or Y then see if the problem follows the motor or the axis (a broken or bad connection stepper wire can cause this type of fault).

I have no idea what is best, I just use WinXP on a 32 bit PC.

That Dell Optiplex looks just fine to me (but I have never used one so cannot say one way or the other).

Yes, I run WinXP but on a 32 bit PC and not connected to the net. I transfer all Gcode files (created using win10) with a memory stick.

Try; Operator / Restore Settings and select a backup from a date before the problem occurred. That should retrieve your lost offsets.

(The PC you use with Mach3 and your CNC should be dedicated to the task and not connected to the net. , etc.)
