A few years back I designed a low profile tool setter which was intended as an open source project for all. There must have been something there that I had not realized because I was approached with a request to sell the design. Well I sold it (so cannot disclose any further details than have already been posted) but, to this day, I have never seen it on sale.
The related thread is here http://www.machsupport.com/forum/index.php/topic,21525.0.html and post #54 shows the overrun ring which triggered the EStop in case of emergency.
I use the prototype many times a day and it has never overrun so I consider the G31 to be 99.9999% reliable. Just why it behaves for some and not for others is probably one of those great mysteries that may never be solved.

If I built one, then there has got to be a fail-safe probe plate available on the market somewhere.

It is my understanding that compatible post processors are available for both PowerMill and MasterCam so if they can produce the required Gcode then Mach3 can make it.

The Tarus is bit of a specialist machine and exactly what you would need in the way of hardware will depend on the existing servo’s / stepper’s / drive’s / etc. and what can be used and what needs replacement. As I have no experience of retrofitting such a machine I am unable to offer any advice in this respect, however, I am sure there are others here on the forum who can assist.

Try a web search for 'barb wire .dxf' this should bring up some free options such as https://www.vecteezy.com/free-vector/barbed-wire
The desired design can then be incorporated into Aspire, converted to vector and away you go.

Mach3 and Mach4 are both capable of controlling a 5 axis machine but you have to consider the compatibility of the CAD/CAM software you would be planning to use. Mach3, for example, does not compute kinematic motion – this would have to have been done within the CAM software prior to creating the Gcode. Mach4 will, I am sure, be capable of kinematics but it may be quite some time in the future before this feature is available.

Usualy I make G code with ArtCAM.
Is there any software that can change G00 G01 speeds automatically instead of me doing it manually in Notepad ?

The Gcode G00 / G01 moves are usually automatically taken care of by the post processor used in ArtCam.
Are you using their Mach2 post processor ?

Not quite correct but you have the right idea.

I want my machine to move 500 mm per m when it is in material and i set that in mach 3 - motor and tuning - velocity tab.

You set that in Gcode with the F### command.

I want my machine to go 1000 mm per m when it is not in material and for that I should go into G-Code with Notepad (for example) and change all G1 F's from 500 to 1000 (for example).

You set that in Motor Tuning with Velocity.

I have used both MeshCam and DeskProto in the past but only for 3 axis work.

You will need to check out their websites but DeskProto certainly has a 4 axis post processor which is suitable for use with Mach3 and I am sure MeshCam will be the same.

Two that come to mind are MeshCam and Desk Proto.

If you do a web search for .stl to Gcode there are quite a few more to choose from.
