You will be able to threadmill no problem, it is not dependent on the control hardware you are using as it is simply a 3 axis move.

For thread milling you do not require an encoder, all you are doing is commanding three axis to move at the same time, in other words  x and y and Z all move in unison.

No, not thread milling as you require 3 axis simultaneous moves to do thread milling.
On a Lathe you can do single point threading. With  the CSMIO/IP-A or IP-S that requires you have the Encoder module and a spindle encoder.
You can also do rigid tapping with the IP-S and IP-A  (with Enc module and encoder)
