hello, as I wish to use some rotary encoders for MPGs, those:

and I want use port 2 pins 2-9 that are described on manual as CMOS thresholds inputs, I wish to know if it mean have 1 level to 12 volts or 5? If I will use the CD4504 TTL to Mos translator can I assume it will do the work?

you should be able to connect this with a 5 volt supply and connect it straight to the breakout board.
Or have a look at these, these work even better
