Tool Offset Doesn't Work?

I am trying to get Mach 3 to change the tool height for the various tools that I set up in the offsets screen and it just doesn't seem to want to do it. I'm sure I'm missing sometheng simple, but for the life of me I can't figure out what.

On the tool offset screen, the "Tool Offset On/Off" LED is lit for the tools with offsets and the offsets are entered in the "Z Offset" DRO for each tool. My G-code has the M6 T(tool number) in it. When I rung the program and it reaches a tool change, Mach 3 pauses and says "Press Cycle Start After Tool Change" with the "Change Tool" LED flashing. The indicated offset shows up in the "Tool Information" panel, but the offset just never happens, before or after pressing cycle start.

I'm at a loss,

You need a G43 H(Tool number) That should get you working
