If the power supply, driver and motor are OK that leaves the step and directions signals. Showing your wiring diagram and stepper setup would be helpful.
The driver manual says leave the Enable input unconnected during initial setup. It isn't needed anyway for your use.

Here is a video of the driver test running for mach3. Inconsistent pulsing?

Attached is the Bob. Bob goes from PP to drivers X and Z, which then signals motors.
