Pulse Frequency drops and motors don't work properly

My motors work for about 15 seconds then the pulse frequency drops from @29000 to 1000 and is erratic from there. Windows XP.

i have the same problem was working good for 12 months now starting to play up must be sum thing in the PC that controls the pulse
