Well, i come to you guys as i need help.

Bought a cheapo (well relatively) 3040 cnc router and installed all the mach 3 software and then spent three days banging my head against a brick wall trying to get ANYTHING to work.

Yes, i am a newbie and probably need all the help i can get with setting up this damned machine, so if anyone fancies a huge challenge, then pleeeeeeeeeeeeaaaaaaaaaasssssssseeeeeeeee HELP !!!

Have you read the Mach3 manual?
I would start from there

give more info on the machine set up speeds and feeds you have set it to.
list what you have tried
have you conformed the computer is connecting to the bob.
what is the bob make model what ever, stepper size , what make are the stepper controllers, is the power supply working.
and have you read the manual.

Need Help as well!!  Starting to use my home built cnc, and not sure if my steps per are calculated correctly.  I am using xylotex 4 Axis 36V 3.5A Drive Box with Four 425 oz.in. Stepper motors with mach 3 on windows xp.  1/2 - 10 5 start lead screws .    MY problems is drawing in vcarve pro, I draw a 24" diameter circle and mach 3 cuts a 12" circle. What am I doing wrong?

set  v carve material setup make sure material is 24 x 24 or larger make sure datum position is set  to  x0 y0  NOT center  make sure  "use offset" is unchecked

Have been doing that and getting the same result every time.  Everything is scaled to 1/2 the size I draw.

Is mach3 set to 1.000 on all the scales

Where would I look?

Sorry really new to this. So far this is my only problem.
