From the description it sounds like the relay is meant for switching a VFD's Fwd/Rev. I will presume the Gnd is actually the common terminal . The V+ may be the relays Normally closed contact and the V- may be the normally open.
Do you have a multimeter that you could test continuity of the relay contacts with?

I have tried that but, I do not know if it is actually on or not, I never get anything over 4v. I can hear it click on and off, but I have no Idea if I even have the correct pins going where they need to. I only know that pin 9 is for the spindle.

Ok set Mach up as I mentioned but dont connect the motors power wires to anything. Take your meter and put it into a low Ohm range or buzzer if it has one. Connect one probe to the Gnd and touch the other to the V+ and see if it has continuity. If it does then go to the V- terminal and it should not have continuity. Next start the spindle in Mach and you should now get the continuity on the opposite terminal and no ontinuity on the one that previously had it.

no nothing is hapening, just says 0.L no matter what I do. Do I have to turn anything on? do I have to turn on the spindle output. You will have to be very specific, I have no Idea what I am doing.

Signal Output enabled port 1 Pin 9 Do I need to turn on the spindle in the motor settings? if so What step pin and dir pin. Under spindle settings. Use spindle ouputs? It clicks when I turn the spindle on, and off, nothing else happens. No volts no beeps nothing.

Ok if it is clicking as you turn spindle off and on then relay is working. You will not get a voltage but if you have your meter on buzzer you should hear a beep when the contacts close. I am not sure which pins are which but you neet one probe of the meter to the relay common which I presume is called Gnd and the other to the V+. Switch the spindle on and off and you should hear a beep either when on or when off. If you dont then take the probe from the common (Gnd) and connect it to V- and try switching the spindle on/off button again.
