Sounds like your port is the problem, just double check you are on the correct pins and make sure you dont have anything such as a printer setup and something in the print queue.
There are programmes that can test the port, not sure how good they are but if you do a google you should find some.
Another thing to check is that you have a Time in Int and a Pulserate showing on the Diags screen.

This is a brand new computer...well brand new refurbished IBM thinkcentre from tigerdirect for $200...bought specifically to run this cnc.
On the diag screen,
time in int. -3.5 - 3.8
pulse freq. - 25274 - 25275

Run this program. It will show what is happening at the parallel port.
Set slow jog to 20% and you will see the step line blink and the dir line will change as you change directions.

OK, I feel like an idiot...when I switched from female to male in the program you uploaded, I realized I was on the wrong pin. My dir pin for the x axis is 3.28vdc when I jog one way, 0 the other. I still cannot read anything at the dir terminal (3) of my parallel port interface card when I plug the cable in. Think the card could be the problem?

If terminal 3 is connected to the pin that is set to X dir in Mach 3 then I would suspect the board.

Thank you both for all your help. The board is suspect and I'm looking for a replacement, Any suggestions?

I like the PMDX122 BOB and use it on all my machines.
However make sure you have the BOB wired correctly as some of them require an enable signal (or a jumper wire) Also check your cable is not suspect by checking continuity from pin to pin.

Have you checked the 5 volt power input to the C10?

I'm starting to suspect the jumper settings on the board I have. Could you take a look at my board at
http://cnc4pc.com/Tech_Docs/C10R8_User_Manual.pdf
There are a couple of jumper settings that I am not sure of. The board was just wired sloppily and hanging out of the cabinet when I bought the machine.
I am an electrician so I know just enough to be "extremely dangerous" when it comes to electronics.
THANKS!!!
