I have Mach3 loaded on my Windows 7 machine and on my P4.  When I run on my 7 machine, I can run in live mode which is uselss as it does not have a parallel port.  I can't seem to run in live mode at all on my p4.   

I am trying to measure signal changes on some pins but can't get output. Any ideas.

To me clearer.

I can't reset E-Stop unless I switch to offline.

Sounds like your estop input is set to opposite of what it should be in config, ports and pins, inputs.

I found a poster who had a similar problem with the newest version so I tried an older version and it seems to work for me on my 30 dollar Kijiji Pentium 4.
