Just out of curiosity!!

You know in the net where could I download layouts or drawings or even DXF files of countries, meaning the layout for the U.S.A for example of canada to cut with my cnc in wood??

Try Google maps, load as raster images and convert them to DXF.

What you want is a program that can create 3d reliefs. I don't use Autocad but I know many other programs will take gray scale and create geological features.

Here is a clunky but very use full map make program, MICRODEM to convert a Dem  into a grey scale image : http://www.usna.edu/Users/oceano/pguth/website/microdem.htm

Oh Wow! That is so nice actually I just want to cut like the form of each country just to make wooden ornaments like paint the flag of each country over the wooden layout of each country :)

Ya this would be a little over kill. ;D
I've seen some work of detailed country cut out 3d with some of these maps, but for outlines you should'nt have a problem.

I'd find a map on google,
save the image,
vector trace it with corel or some free vector program.
