New Computer - Spindle/Router Functions - Steppers Not Moving

Hey all, 13 years without a hiccup then last week my computer crashed (motherboard).

New computer is up and running. (Win 7 with 2 LPT ports)

Mach3 installed with my original router profile XML loaded.

Router is okay.  ("Spindle CW F5" button toggles router power on/off as normal)

Stepper Motors are not working.  Have confirmed Ports and Pins - 0x378 Port Address is correct and enabled.

Motor Outputs settings are correct (running my original XML router profile)

Is there anything else I can check in Mach3 settings before moving on to troubleshoot my controller card?

I am beginning to think its my break out board controller.  (even though the router is trigger from this board and it is okay)

A power spike possibly is what knocked out my original computer, therefore could have damaged the break out board controller card as well.
