Excluding the Mach4Hobby folder in Windows Defender, changed it from 20+ seconds to load, down to about 6-7 seconds.

I forgot about this thread

The solution to my problem was to uninstall Avast Antivirus and use Windows Defender instead with an exception for Mach 4
