Is there a way to slow down the move speed of the X & Y when using the + laser on the 2010 Screen Set?

Go to the jog tab and decrease the jog %.
I'm not at home right now, and don't have Mach3 on this laptop, but I believe that the "+" ans "-" keys on the number pad will increase and decrease the jog%, based on the increment values entered on one of the other tabs.

On the standard screenset + and - do the SSO.

We never have the time or money to do it right the first time, but we somehow manage to do it twice and then spend the money to get it right.
