I installed the Ethernet cable and 24v to it and plugged it to my pc but no go does it need to be fully wired before setting ports and pin configured ?

Have you got the plugin installed?
You may also need the dot net framework if your version of windows doesnt have at least 3.5.
You may also need to configure your network adapter.
