I need to replace my designated computer.  The new ones do not have a parallel port as you know.  I know I read some where about a external parallel port that worked well with CNC. ~ ~That's the end of my knowledge about it. Advice Please ~ ~ Also Is there a good minimum CPU size I should stay above,

I myself gave up on second hand computers. I went with a new build. Put it together for under $200.
Other have had good luck with used. I have not. As for parallel ports, I added in a PCI-E PP card.

You can check out newegg(I use the Canadian site)

Lots of motherboards still have onboard Parallel Ports, it is just they are on a header and you require a ribbon cable and backplate to connect to them.
Below is a pic of the header circled.

If you already have a suitable ribbon cable and backplate then you would be able to use it with any motherboard that has the LPT header on it.
If not then they are cheap enough, here is an example I got from a google search.
