can't get spindle to work

My father and I have designed and built a new 4 axis CNC mill from the ground up in our machine shop. I'm a total newbie to Mach programs and have never tried to set anything like this up before. I have been able to get the X, Y, and Z axes to run on our mill but have had absolutely no luck with the spindle. For now all I want to do is to tell the spindle to turn on or off. I have gone through the manual and I have not been able to figure out what to do with it. can someone walk me through it?

What kind of spindle is it?
And what type of interface to Mach3 and the spindle are you using? List all of the components.

sorry I didn't get back yesterday but here is what we have. the spindle we bought was from pennybuying.com it was an A514A the number on the motor is HXKJ-GS52-300W. It is a 300W 12 V, 24V, 36V, 48V DC. spindle motor. the driver interface is a 12V 24V 48V 110V DC Motor Speed Driver Controller PWM MACH3 Spindle Governor. Our electronics engineer set it up to be able to run the motor either buy Mach using the PWM on ouput 14 or manually on outpu16 with a switch and speed control dial on the machine.

one more thing my elctronics guy just told me is that the PWM signal will go out on both lines and the switch to the board tells the machine to ignore the PWM signal coming in on pin 16 so you can adjust the RPM at the machine.
