hmm.....
Constant velocity is constant speed, but remember that velocity is a vector so that it has direction associated with it.
But that said......
Constant surface speed would relate to movement at a rate with no change in the rate while constant velocity in Mach
relates to trying  to maintain a constant speed throughtout all the movements ie; around a turn.

My 2 cents if it's anything to ya, :)

Thanks Rich-- makes sense in the context that I was reading it
so constant velocity could mean same velocity around corners??
while css refers to the speed of the cutting edge on a facing cut

If i am using CSS and am machining a rod on the outside diameter taking
multiple cuts will the spindle speed adjust as the rod diameter gets
smaller after each cut??

I don't have a variable speed drive on anything.
One of these day's.... so someone who uses one can tell you exactly how well CSS works for the lathe and mill.
Yes, the speed should change as things get smaller ie; doing a facing cut or  cut off on the lathe.

Mach will try, there is a info on CSS and associated config settings. Do a search to find.

I use "CSS" all the time & it works fine for what it does: spindle speed increase/decrease proportional to the work diameter & chosen SFM using a constant feed rate of the tool.  G95 Feed per rev does not work though which means it's not true CSS.  For my piddlin' projects, it doesn't really matter that much.  You do have Mach3 v.062/piddlin right?;)
