The charge pump doesnt really do that either, its intended purpose was to stop the parallel port toggling during windows startup affecting your motors. Although unlikely it is still possible for Mach to have crashed and the chargepump still outputting correctly, so it should not be relied on as a safety feature on its own.
As for other signals, no not really, you can of course have outputs set so when Mach E-Stops the signal will be output but how useful that would be will depend on how your hardware is configured.
