Kernel speed axis cumulative?

Is the kernel speed set in Mach available to each axis at all times, or does the number divide itself amongst the axis' in use during a simultaneous multi axis move?

Its for each axis so if you had 25KHz kernel set and had 6 axis you could pulse at 25KHz to each axis at the same time.
