Hardware requirements for backlash compensation on Mach3

I keep seeing people on various forums stating that certain BOBs do not support backlash compensation.
My understanding is that Mach3 simply adds steps when reversing direction to compensate for backlash.
How does BOB hardware have any effect?

If the BOB is parallel port then Mach3 is in control of backlash, if the board has a plug-in then the plug-in is in control and Mach3 sends commands for the board to perform the movement.  Most USB Chinese boards plug-in do not do backlash compensation.
