Manual move of Z axis is disabled at a tool change. What's up?

I'm in the middle of a run and have a tool change. I can't get the Z axis to move up to get clearance for the tool change. Is there something simple I'm missing?

Hi,
the motion controller is still commanded by the Gcode interpreter. In order to have jogging work the motion controller must come under
Mach's GUI control ie the Gcode interpreter must temporarily cease.

Have your M6 macro lift the Z axis.
