Raft of problems

Hi all, I`m trying to get my mill up and running and am struggling with lack of experience and knowledge, I`m have a few problems, some strange some not so, like the odd way it attempts to cut, multiple times around the shape a mm or so deep then a 8-10mm deep gouge looking like nothing in the toolpath. Also I`m having to reset the motor tuning every time I boot the system as mach3 seems to forget the settings, there`s another problem, I have had to set the steps per mm down to 200 making it painfully slow to jog but otherwise to movement of the cutter is scaled up too big for my table.

oh and my home 0,0,0 is top right instead of bottom left

Hi,
are you using Mach3 or Mach4?

Once you set the steps per unit you should not adjust them. What are your native units?
