Hello. Are you using Galil Tools or Galil Suite? Make sure you have the MT command set correctly for motor type. Since you have encoder feedback and can get a position error, check TT and it should read just under 10 indicating the controller is giving analog output command but motor is not responding. Give a MO(x,y,z or whatever axis you have it connected to) then another tt command and the value should drop to zero. moving the motor shaft should still give encoder pulses. Next give the SH (shx, shy, etc). That tells the controller to Servo Here that axis. Servo Here (SHX) means to allow the servo motor t be commanded based on encoder pulses and command signal.
Example as follows:
MT - tells what type of motor is configured
TT - means Tell Torque. This reads the command voltage given to the amp for each axis.
MO - turns the motor off for each axis. (MOX, MOY, MOZ)
Remember to usa all caps.
