Voltages on breakout board?

Hello all, does anyone know if you should get voltage on the input pins of your BOB? I'm getting about 11 volts on mine which I find curious because I want to input 5 volt siignal from a spindle indexer. My BOB is CNC4you CP0 10V

"This board can be powered from external 15 volt regulated PSU (Preferred option) or powered by our 36V or 48V power supplies directly. Input circuit is independent of rest of breakout board and is 12 Volt system allowing for higher noise immunity on inputs compared with 5 volt systems. "
