there is a simple way to test for RF put a radio on the machine tune in a FM station with the machine off turn it on if you have RF problems the radio will produce stactice

Sounds like you have done all the right thing with wiring and filtering. Possible the mini PC is the source of the problems. Can you swap it with another to rule it out?

Replaced the USB SS with an Ethernet one today. The machine worked all day and I didn't notice any random movements of the steppers. The monitor problem still exists. Now that there is a load attached to the AC motor, the monitor turns ON and OFF every once in a while on its own while the motor is running.
