You would normally have the ramp feedrate the same as normal cutting feedrate as it is really only plunge cuts where you need to have a reduced feedrate.
Is BOBCAD using your plunge feedrate for your ramp?

I am doing a plunge feedrate and then the cutting feedrate.
The parameters are on the same window so I chose a plunge feed
then the cutting feedrate.  But the program runs the plunge feedrate
thru the code until it's last pass on a ramp cut.

Ok I see now, well seems like a BobCAD issue, maybe just a case of getting the post processor sorted out?
