Install SP2 and then either connect it to the internet to do a windows update or even better download sp3 and transfer it with a usb stick.
If the computer is a Dell then it will do a clean install. Not sure about other computer manufactures options.

I just have SP2 but if you wanted SP3 then you should be able to download it.

Oh regards the oem disk, well as long as you have the code for the computer you want to install it on it should be fine I think. Usually there is a sticker with the key code on the case.
