does anyone else have any Ideas how to fix this problem??

Joe,curious about something.
- When you run the driver test at 25000 what frequency does it display for your computer?
  Does it change and if so how much?( roughly)
- With Mach open what pulse frequency is displayed in the diagnostics?

ok so I ran the printer test and the pulse per second are running at 23500 instead of 25000.. So does that mean that there is a printer port problem or a CPU problem?

I'm not sure I'd call it a problem. It's just that your PC runs Mach3 a bit slower than normal, resulting in a slower than expected feedrate. What type of processor are you running?
