For Mach3 you need;

1, Feed Hold
2, Stop
3, designation of arbitrary line
4, Rotate Spindle
5, Cycle Start

Feed Hold for that.

With Mach3 Feed Hold always needs to be followed by Stop.

Specify any line
Sycle Start
Motors, pumps, etc. do not stop.
That's why it's Feed Hold.
When it stops, you have to start the motor and pump again.
Understand the meaning of Feed Hold.
Please improve the Feed Hold of Mach4 by all means.

I think Mach4 is great. The only downside is Feed Hold.
By all means, I would like you to improve the Feed Hold of Mach4.

Mach4 adheres to more standard practices. 
I'm not exactly sure what your issue with Feedhold is.
Feedhold is meant to pause the machine while running with the intent to be continued where you paused; if you want to stop and change something after Feedhold, a Stop is required. 
If you want to start on an arbitrary line, you can use the "Run From Here". 
Feedhold in Mach4 does not stop the spindle unless you have the Check Box for that checked in the General Configuration.

From experience, almost CERTAINLY because you've used Mach3 for a while and Mach4 is new. The answer to this is ALWAYS, Mach4 is NOT Mach3. Hang in there and learn to live with a much more "typical" control interface.
