To add one more complexity to this.... I have found that the hesitation as previously discussed was between the G1 and G2 transition; however, it only does it when moving clockwise (looking down at the part).  Counter-clockwise works fine.

The finding was and is related to the Stop CV on angles >....

For some reason it only affects cutting in the direction I spoke of before.  I changed it to 180 and the problem went away with the tabs on circles.
