If you just set your Origin in VCarve to be the Center of the work it solves a lot of problems.  On your work piece on the table just measure out the Center where you want the code to begin, move your spindle over to that point Zero X & Y,  make sure your Z is correct Zero and hit START.  Try it.

You Mach3 is depending on the XML or setup file to run. You can also Save screen shots of the setup screens and use them to help setup a New paid for not pirated version. My guess that is what you have.

Yes, new to Mach 3,  Finished up assembling a CNC Router Parts CNC.  Had a Next Wave CNC before.  
Issues:
With a program from Aspire, The X & Y zero is at the far right end of the table. (Spindle facing me) On the Next Wave machine, it was at the forward left end of the table.   If this is normal, then I must live with that  Is this normal??

When running the G-code in "off Line" mode, the Mach 3 runs the lines of code step by step without missing any steps.  But if I run the G-Code with the spindle running, it misses 100-150 lines of G-code.
That is not normal.

I'm running CNC Router Parts "In." Post Processor. Do not know if that is correct.  Should I run a Mach 3 Post Processor??

 With VCarve Pro and I am sure Aspire is the same you set the Origin anywhere you want. I use Center of the work for mine.  Yes you need to use the Mach3Arc Inch  Post Processor.  Are you using the CNCRouter parts setup file for Mach3?
Sounds like you need to do some CNC101 research on your machine and Aspire.
Normal Zero on the two Mach3 machines I have used has been forward, left corner.   If your missing steps then the setup for the motors is not correct.

How big is the machine?   Is this  a Demo version of Mach3 from China?  I hope you do not purchase a license from them its more than likely pirated.  Your velocity should be normally anywhere from maybe 80 - 800 Ipm. My guess your way off on every thing.

I am Not that knowledgeable on Mach3 so someone else needs to step in. But I know that if it shows mm's thats what your in. Need to change to inches.  The numbers and I assume this is more than likely this is a Chinese machine because what he giving you is mm settings.   Did the Mach3 come from this site or was it provided with the machine?  License?

One of the issues faced is the dropping of spindle onto material randomly when turning on the machine or pressing reset emergency button on Mach3. Not sure if it is related to the machine or mach3 as I keep laptop connected to the machine when powering on the machine as well.

  Guess what I have a USA machine with Mach3 and ESS controller and its done the same thing. I have heard of others having the same problem, random it seems so its not just the Chinese thing. Frankly I try to purchase US made when I can, but have no issues with made in China.

I run Mach3 on Windows 7 Pro 64 bit without an issue and its my guess its on thousands of others.  My suggestion  you need to  download from a trusted source, Install not drag and drop.  Transfer your license info over.  

  IF your running off a parallel port, NO the 64 bit will Not work.
