when i decided to start use mach(before i use Tpa italy) i search for hardware supplier in europe
i had 2 main options Pokeys or CSIMO
i check both of them ,i wanted to choose csimo but then when i search on plugins always its was written  mach3
when i asked ,i need mach4 they said ohhh its ok we have both
so seem its not real match mach4

 chines use chines card for mach 3 and its real disaster unstable ,i suggest you not even think about stay with chines mach 3 cards

did you test ,what happened if some reason tool change stop while tool change cycle?
for example if you press stop
or tool not locked well
or in case previues tool not relese well
you must consider this in any place on m function  ,because stop only stop movment not stop activate output and not stop the m function

graham i think its dangerous yours solution
because if you press after spindle already run ,then its will stop run ,but not brake ,so it can rotate about 5 min ,and user can think
if no any message no alarm spindle already  stop,and put his hand inside
i think bater pass the controler  ,the M3 function not try bypass it
