Yea you are controlling voltage by controlling the on time compared to the off time thus creating a voltage value form 0 max voltage making a digital signal analog.

I will have to disagree with that statement.

With the vfd being used  uses 0-10 volts at a given frequency  to control spindle rpm if the correct parameters are set in the vfd.

 you could try to power up everything and then look at the diagnostics page in mach3 and see if you see anything going on.

Hit the table key on the key board and you can set the step increment.
