found the problem with your model it was a tricky one to fix, what was wrong was the spokes and rim had become disjointed, this was what was stopping you from being able to do the tool path's required.

what I had to do was put the model and sketches into a component first this is something you should do, have a look at my youtube vids I did one on doing components https://www.youtube.com/channel/UCuKkujqPgtKixzAdFDHjzJA

the second thing I did was change the size of the inner circle from 34 mm to 33.5 mm and set the tool paths, once's I did that I changed the circle back to 34 mm and regend the tool paths and it was all good.

you select the order it cut's in cam do your op's from where you wont them to cut, if you wont post a file you wont cut and the order you wont it cut and I will show you how to do it
