In Mach3, go to Config > Plugins, then click on Config for the UC100 plugin, and you should get a window where you can download the latest plugin.

What motion controller are you using?
As Craig says, if the machine is moving, the machine coordinates should be changing. If not, something is seriously wrong with your installation.

You really should try to cut a complete circle using the R word, and many controls won't allow you to.

The reason is that a single line full circle using G2/G3 +R can actually be multiple different circles. A circle that starts and stops in the same place, with no defined centerpoint, can be centered in an infinite number of places.

G2/G3 +R moves should best be limited to 180° or less.

It depends on whether you are using Absolute or Incremental IJ mode.
99.9% of CAM programs use Incremental IJ. Mach3 defaults to Absolute IJ mode.

Yes, but I've never seen one, and don't know how to do it.
I don't think you can actually jump to another point in the g-code, but I could be wrong. You can test for #100, but what you do after that would probably need to be done in the macro???

It would probably be something like this:

thickness = GetVar(100)
If thickness = 0 then
.....
