The tool change location on the Settings page is in Machine Coordinates, I think. Are you clicking the Toolchange Pos. button?

It may be in your M6Start.m1s or M6end.m1s macros.

Mach3 also starts with the feedrate set at 6ipm. Try putting F50 or whatever speed you want in the initialization string. Then mach3 will be set to whatever feedrate you want when you click the reset button.

I, on the other hand, think Screen4 is quite stable and reliable. Provided you design a 1024x768 screen on a desktop with at least 1280x1024 resolution.

To fix your problem, go to Defaults > Mach Location and point it to your Mach3 folder.

and another that has a chip on it with this Isel program which accepts commands from isel sofware on a PC. I've been told that this program could be corrupt.

You wouldn't use that board with Mach3 anyway, so you should be able to bypass both boards.

If the stepper drives accept step and direction signals, you should be able to replace your RS232 board with a parallel port breakout board and mach3.

What I am not certain of is how do you know you are missing steps? 

You'll either see it in your finished parts, or here the motors make a grinding noise, or even stall. I've been running my machine for about 4 months now, without a single missed step. Two days ago I ran my first detailed 3D carving, with a 1/16" router bit. About 10 minutes in, the bit had lifted above the work and stopped cutting. The Z was missing steps (or stalled) on the way down. I lowered the Z acceleration, and re ran it, and it came out perfect.
