If you copy the entire mach3 folder from the old PC to the new one, it should run the same on the new one. The .xml file with the settings should be in the Mach3 folder.

Once you change the steps/unit, you'll also need to redo your velocity and acceleration settings.

Your steps/unit are set wrong in motor tuning. You need to change them so the machine moves 1mm when you tell it to.

Then you have home switches enabled in ports and pins > Input pins.
Disable any home switches if you don't have any.

Make sure your steps per unit are correct for your Native UNits being mm's.
If you do a G0 X1 and then a G0 X0 in MDI, how far does it move?

For table display to work properly, you really need home switches.
A workaround is to jog to the 0,0 corner of your table, and ref the X and Y axis, to set machine zero there. You also need to configure Soiftlimits, which define the size of the table.

You'll probably need to periodically re Ref the X and Y axis, as they'll move a little each time you turn the machine off.

No, you can't control your motors through an Arduino with Mach3.

If you look at the change log, there hasn't been an update for 2 years. And just about every bug fix would introduce new bugs, so it's not really worth the effort.
