Instead of onlky writing that Mach3 is faster and outperforms TCP/USB external controllers with parallel port, please give us some proof in NUMBERS/TIMING/bps/Bps....
And also, ask Art about that. His Auggie runs perfectly well with 57CNC

You can not send step/dir from Mach to Arduino through MODBUS. It is to sloooow.
If you want to use arduino as a motion controller (GRBL) with Mach, you will have to write a plugin. There is no plugin for GRBL.

I'm not willing to dig the 'net for manual for this chineese board, but, if you find that there's output that can give you pwmwith varyuing dyty cycle, you should be able to controll your laser.

If you have checked delay in miliseconds, you should save your settings and restart mach.
Then you put delay in miliseconds,i.e. 600, 700, 800, 900, ...

If you go Arduino (I presume you mean GRBL) way, then Mach3/4 are out of game .
GRBL is external motion controller and there is no Mach3 plugin. Anyway, the BOB that you have will happily work with Arduino.
