You could make a rough and then do a finish cut. Experiment with your particular machine a little to see what works best.

Joe,
-There are differences between the DXF versions and some will work and some may create a problem. I cover DXF files at a very high level in Appendix "C".
- Haven't used Corel draw in years and suggest you use ACAD and dump Corel, but then that's just my personal opinion. I have resolved myself to either Microstation or ACAD and don't bother with anything else since  after all these
years of dealing with vendors, design firms, conversations, 100's of different "CAD" programs I am just plain tired of the magic wand  / differences between them .
- Looked at your dxf and it's a bunch of polylines. In APPENDIX "B" , 5.9  Compose the profile from simple elements.
So suggest you don't use polylines.
- Remember that when you use a cutter the program takes into consideration the nose radius , etc. in generating the Gcode, so if you look at the gcode , the pathing should be correct but accounts for offsets.
- Also suggest that you start your profile at X & Z ( 0,0 ) , see figure 3.5.1 in APPENDIX "B".
- VERY IMPORTANT .....LazyTurn at this time dosen't generate a finish pass. SO there should  be some stock left for a finish pass. You can use LazyCAM Turn or hand code for the finish pass.
- Draw your profile accurately with the diameters the way you want them. Yes you can scale but it's not what i would recomend.

JOE,
There is a manual for LazyTurn in the Members Docs which explains what each of the ruler pentagons indicate. Ordinarily you would only change the blue one to suite a stock size of your choice verses the one generrated by the program.
Your drawing contains all the infomation required by LazyTurn to generate pathing. The information  is contained in the DXF file.There is no need to specifiy diameters.
 
Post a version 12 DXF of your profile.

Let me take a try at this  for you and hope i don't confuse.

It basicaly all has to do with offsets.The displayed axis coordinates can be Machine, Part, or Program.
Remember that what is displayed is based on what you selected.ie; if you select machine coord's in the manual screen then the DRO's will display machine coord's. So heed also whether you are in diameter or radius mode.And alos reemener this should you happen to touch off  a tool. Machine coordinates are the location of the controlled point along the X & Z axis at any time. If you were to Zero World the X and Z ( which removes any WORK offsets G54 to G5? ) and then Set Home x and Z, and then make a move, you would see the controlled point location away from home in absolute values away form home. Now if you move say to a point on the stock and can set that as part coordinates. You would see different valaue in the DRO's. Now when you open a program there are also program coordinates which are just that, namely the coordinates which are in the gcode from a X & Z zero value.
Now you can have MAchine = Part= Program coordinates on the stock, to begin with,  if you set up that way. So you are defining to Mach where the controlled point is relative to max machine movements, defining to Mach where the part is  and the program coordinates are just what they are, but are related to where the controlled point is relative to the machine and the stock via offsets.
Yes it's confusing, and you need to take the time to get it all striaght in your mind.

Probably not the best explaination as i am doing it off the top of my head.

-How do I check the output V, just put a voltmeter in the hole?

Disconnect the PP cable from the computer to the controller.
Put one lead to a step or direction pin and the other lead of the meter to ground. As you jog
the machine you will see the voltage change. You really should look at it with an oscilloscope this way
you see not only the voltage change but also what the pulse signal looks like.

- how do I optimize the computer/windows (xp) for mach3.

Maybe. If the computer puts out a pulse with a ghost signal  / riding on / ringing on the original pulse i doubt  
it will do any good. No BOB, filter, etc is going to get rid of it, well not easily anyway.

You may be able to put a different video card in and "maybe" physicaly jumper out the on board video.
I tried different PP cards and that didn't do any good ( you never know ).

You can try fooling with all the computer services but i didn't find anything out of the 50 of or so that had a positive affect.

Again look at your pulse stream as what i / we have may be different. Sorry can't be more specific. Like noted before, you just come a across a pc that puts out a bad pulse and have yet to find some specific cure. I don't want to send you circles.

BTw, my friends old pc puts out 3.3 volts along with a very clean pulse. The new pc puts out a 5 volt signal looked like poop!

One tell tale sign i did find, is that you can run at very slow velocitys like 1 to 4 inches / min, but you can still hear that knocking sound.
