Ray,
Attached is something to consider. I brought your image into CAD, drew over it, imported the DXF into LazyCam,
posted it to Mach3 Mill.  Took 33 minutes total including this posting......figure an hour to do a finished good job of it.
I would have finished it but then you would of had nothing to do!

Depending on what you want to do....it just easier to draw over the top of the raster file in CAD.

There is no such thing as plug and play. That's the problem with LC or any other program, folks just hack away and to often end up having difficulties, for no reason. If you are going to use LC i strongly suggest you take a look at the manual. The manual has info that you will not find anywhere.

LT will generate the gcode and also post the code to a textfile.
Are you getting the typical Windows pop up? Need to save as and give the file a name!

Welcome to a learning curve.
I would suggest you use LazyTurn to generate the rough passes and then use Lazycam Turn to generate the
finish passes. There are manuals for each in the Members  Doc's. As far as the arc's  / grop circles go there is a tutorial in Members Docs that covers Arc Motion for the Lathe, It provides a lot of information, comparisons, and even example files to run. Just remember this, the lathe will cut what the gcode / display shows even though it may not make practical sense ( yes, you can cut the crop circle).

It just optimises the rough passes .
 LT will post code to a file but not directly into Mach3 turn. For a single finish pass  you can use LazyCam . There is a manual in Member's  Doc's for LC. See Tutorial #5 for a how to ( it uses the same file as used for the LT Manual ). Note that you need to look at the whole manual as each tutorial builds on each other.

Funny, as I am using the May 28 version and no problem. Don't know what to say. 
I quess a file download can be like Spam ,which is basicaly a case of bad meat in the can!

In the manual, fig 5.2.3 shows you the "origin" symbol. In Figure 6.2.3 check the "AS Drawn" which will maintain the  0, 0 as drawn. BTW, you can change the origin to anywhere you want in LC.
If you don't check the As Drawn the origin will be placed at a min value to the first entity / created chain.

You need to understand that there are machine coordinates and program coordinates.
Analogy : where am i and where am i going ........I am "HOME" i need to go to where the "Program " is.
