The circles all have the same center line so seems as it is a machine problem....check your steps per unit.

You may want to watch what Emco has on sale and just buy a set which would includes 2 and 4 flute 1/8" to 1/2" in 1/16" increments.
HSS steel / tin coated and they are not expensive. That will get you started. What you need depends on waht you are going to machine.
Small end mills are expensive and break in a heart beat.

By cheap, I am meaning that you should be on the look out at flee markets or garage sales, even auctions. Over time the "collection" will build.
There is nothing wrong with re-ground end mills if done properly and you account for change in diameter in the CAM.

I have an end mill sharpener and don't even bother sharpening , say 1/8" end mills ,as I buy them often for only 50 cents each brand new.
Don't buy chipped or worn out end mills unless you can sharpen them. Be on the look out for the small ones ie; 1/64"  since they are expensive.

Any end mill that fits your machine.....any end mill which are new or like new which you can buy cheap..... ;)
Reground bought cheap.... ;)
Cobalt prefered, but HSS ok for your small machine, carbide when you can buy cheap.... ;)
2 flute, 4 flute, ball end, square end, center cutting, etc when you can buy cheap ;)

What can i say......any end mill which fits your machine and you can buy cheaply, :)

If you have a battery operated portable radio, just tune it to any am or fm frequency and scan / sniff  the area with the antenna
 and if you hear a lot of static you are finding noise sources. See if that noise is present at the computer, BOB, Keyboard, etc.

You may be creating a very large electrical field just by turning on /off the plasma breaker and causing an electircal field to be set
up around a recieving source and over time it can dimish ....thus things seem to work....proper shielding and grounding comes into play.
Noise sources or interference can be a cross to find. A large field source can screw up a computer and cause it to do weird things.  

I am not saying that noise is your only issue.

Keep it simple and just do one axis at a time. Go through the process of elimination as suggested.

I don't know how it is manufactured and have never seen a cylinder blowout like the one posted. I have shot thousands of hot loaded rounds
over the years with mine. Fortunately it was not mine. Some 20 years ago there were a batch of 44's which had bad cylinders and owners were informered.
I had one of them, it was stolen, and wish the low life a gratifying experience. >:D

My model will only use ammo manufactured by me, but then, it will won't be live. ;)

For testing you can just do a rectangle, square. and a circle. The link below shows my plotter pen and it will draw out the profile quite accurately.

Not manny if the code generates G2 or G3. Draw the profile using arc's in CAD. It will greatly reduce the number of lines in the code.
IE; Manny etch a sketch programs break the arc into line segments thus creating a lot of movements or lines of code.

You could do it in CAD and would assume that you could do it in most CAM software even LC.
Just do an offset of the original and then turn off / un-enable the original and use the offset.
You would offset the one such that it would cut one profile, say the boarder of the elephant, and then  offset differently for the clearance or puzzle piece.
Not difficult and you only need one profile to begin with.
