it's a small electric mat, that's used to keep small animals warm after birth. Usually around 10 or 15w so really cheap to run, and it'll keep the electronics free from condensation.

Jim is the machine in your garage or coldish workshop, if so run a hairdryer over the electronics for 10 mins.

have you pulled the front x axis switches off to see if there's coolant or swarf in there.?
