Hello !
The rotary switch that you have there sholud be ok. If you look on wiring diagram it is ON/OFF switch. Did you connect it corretly? You should connect input wires to L-L2-L3 and output to T1-T2-T3.
You should use 3-pole automatic fuses after that main switch. Before and after power supply also you should use glass fuse with correct current rating. I can help you with the values and schematic, but you need to tell me which power supply you use.
Input filter is suggested for any VFD, but it is not necessary. Depends on how "messy" is power network and how good the VFD is. They often come with EMC filter inside.
