It depends on your spindle speed, though if the spindle speed is slow sometimes you can use a bigger cutter to compensate, if it fits the work, and conversely you can use a smaller cutter for faster speeds if the spindle is a non variable speed router for instance.
Some manufacturers make specialized solid carbide router end mills that work for any material of hardness less than bronze. They give a very clean, smooth, fast cut and last a long time but are expensive.
