Try an angle of 1.4312 degrees.
.6/12=.05
inverse tan of .05=2.8624 degrees of cone
2.8624/2=1.4312 degrees per side for a Jarno Taper #2

There maybe a delay in the coolant coming on in the machine itself.

I am glad you got your issue fixed.

G64 can be used for 3d work and roughing if there is enough stock being left.

Check your CAM system, you should be able to add it to your first safty block. If you are using the wizards type G61 in MDI before you start.
Somewhere in the Mach3 system setup may be a line to set G61 as default.

Put G61 in the start of your program. Check for G64 and delete

I wonder if the Chinese pendant is sticking or randomly resending the command? Is the creap the same as the last botton on the pendant? Can you try a ps/2 keyboard?

Look at your steps/unit setting under motor tuning. Try doubling this number. If the DRO moves one inch does the machine move one inch? You can also try the calubration part of Mach3.
