General Mach Discussion / Always Have to Scale By 645.16

I'm helping my friend setup his CNC machine (5' x 10' from China), and we have it working, but we have to scale by 645.16 to make things come out the right size.  We also have to manually edit the G code to make the feed rate much higher (otherwise it barely moves).

645.14 is 25.4 x 25.4 (there are 25.4 millimeters in an inch).

The units are set to inches in both places (under settings it was originally set to mm).

The X and Y motors are set to 1267.34 steps per inch (approximately, I'm not at the machine right now).  The Chinese technicians said to multiply those by 25.4 to fix the problem, but when we do that the machine just makes a loud noise, jumps a small distance, and nothing.

Any suggestions?
