General Mach Discussion / Pulling Pins High

Can someone explain to me why you would pull a pin high to +5v? 

The reason I ask:

I'm trying to setup an auto zero for my Z-axis.  I set the input to active low but when I run any script Mach never gets a signal to ground to trip the script.  I'm going directly to the port, no BOB.

What's going on here?

I've seen a few setup this way but I don't know why.

I'm out on pin one for my spindle relay (3v-15v input).  When toggled on I show 4.34v at pin one. When I connect the relay it drops to 1.43v and wont turn the relay on. I know the relay works if I jump it to 5v it turns on.  Tried it on pin 14 and 16 also, same result.  No luck.  It used to work fine.  Just became a problem in setting up a new PC.  I'm lost for words I've been banging at this for at least 3 hrs.

I installed Mach 3 v2.63 on my machine after my PC crashed and wouldn't start.  I ran this machine successfully for almost two years.  In setting up my pinout in which Z pins out port 1 on pin 6 and 7 stp and dir respectively.  I only get clockwise rotation.

I swapped out the stepper (IMS Mdrive 23) and that had no result.  Swapped keyboard to rule that out. Pinned out onto the X axis and that didn't help.  Finally I decide to change the direction pin to 8 instead of 7 because I thought it might be something with the port.  That produced no result.

I figured before I went any further I would throw it out there.
